oliviamn 83043ca434 Add batch follow functionality to Weibo 
- Implemented a sleep function to manage request intervals.
- Created a batchFollow function to follow users from a provided list.
- Added error handling and logging for successful follow actions.
- Initialized the process with a start function that accepts a token and a list of user IDs to follow.
